The Care Coordination program is seeking a dynamic and experienced leader to join our team as the Care Coordination Clinical Operations Manager. In this pivotal role, you will collaborate with the Care Coordination (CC) Manager Senior to oversee daily operations, lead program development, and ensure the success of new and existing initiatives.
As the Care Coordination Clinical Operations Manager duties include:
Leadership:
Provide strategic direction and vision for the CC unit, fostering a culture of excellence and continuous improvement.
Prioritize and assign work, developing procedures consistent with county and department policy for new programs.
Explore solutions to problems and select the best strategy, coordinate with external and internal agencies to ensure compliance with established policies, objectives, program priorities, and Oregon Administrative Rules (OARs).
Provide leadership in facilitation, consensus building and collaboration on a broad range of complex issues with a variety of stakeholders and participants (clients, subordinates, community groups, peers).
Provide direct supervision to the Supervisor of the new American Society of Addiction Medicine (ASAM) and Jail Coordination Team, and other teams as needed.
Provide supervision to members of the Care Coordination administrative team.
Program Development and Management:
Lead the design, implementation, and evaluation of CC programs, ensuring alignment with best practices and regulatory requirements.
Ensure success of new programs and services provided to clients as outlined by new initiatives.
In conjunction with CC Manager Senior, participate in budget preparation, evaluation and administration.
In collaboration with the CC Manager Senior, manage planning and development of new programs and projects from planning stage, to funding, to procurement, contracting, oversight, compliance and outcomes monitoring.
Oversee contract compliance and quality of care for contracted services, analyze and present service data, provide technical assistance and lead system improvement efforts.
Analyze and apply an equity lens to monitor the impact of policy decisions on service delivery operations through regular and ongoing communication with CC Manager Senior, leadership, providers, and system partners.
System Integration and Quality Improvement:
Foster collaboration across agencies and systems to enhance service delivery, and champion quality improvement efforts.
Provide ongoing coordination with other county managers, allied stakeholders, and consumers to fully implement an integrated and seamless mental health services delivery system among community-based primary providers and other mental health organizations.
Work with supervisors and others to explore solutions and resolve problems to meet changing program needs to ensure compliance, quality improvement/management with established policies, program priorities, applicable laws, rules and regulations.
Human Resources:
Oversee recruitment, supervision, performance management, and professional development of staff, promoting diversity, equity, and inclusion.
Provide ongoing supervision, capacity building and work planning for direct reports including timely feedback and performance evaluations, goal setting and problem-solving. Understand and apply Local 88 contract, county, Multnomah County Health Department (MCHD), Personnel Rules and Behavioral Health rules and policies for day-to-day management of employees, functions and programs.

Minimum Qualifications/Transferable Skills*:
Education/Training:
Master's degree from an accredited college or university in the mental health field with major coursework in social science, or a related field demonstrating the capacity for the required knowledge and skills to meet provider Qualified Mental Health Professional (QMHP) credentialing requirements as required by Oregon Administrative Rules (OARs) and the Mental Health & Addiction Certification Board of Oregon (MHACBO) - more information can be found at MHACBO website. Current QMHP-C, and/or licensed Board of Oregon (LPC, LCSW, PhD,etc) (Required)
Masters degree in psychology or
Masters degree in social work or counseling or
Masters degree in a behavioral science field
Experience/Certification: Three (3) to six (6) years of experience that demonstrates the ability to perform the duties of the position. Clinical supervisors/managers in mental health programs shall meet QMHP requirements and have completed two (2) years of post-graduate clinical experience in a mental health treatment setting.

Type of Position: This non-represented position is not eligible for overtime
Teleworking/Hybrid: At this time, this position is designated to “routine telework/hybrid,” meaning you will be working remotely (from home) most of the time and you will be required to attend meetings in the community. As with all telework positions, employees may be required to come into the office on occasion. The designation of Routine Telework may be subject to change at a future time. Currently, all employees must reside in Oregon or Washington; the county cannot support ongoing telework from other locations. However, actual compensation will be determined in accordance with the Oregon Equal Pay Law and will take into account factors such as the candidate's relevant experience and education. Candidates should expect that initial offers will be made within the listed pay range and may not be at or near the top of the range.
